Footings and retaining walls are governed by the same section either way: South Carolina’s 2021 Residential Code Section R403 requires footings on undisturbed natural soil or engineered fill, built to Section R403 or to ACI 332, the residential concrete code covering footings, foundation walls and slabs-on-ground for one- and two-family homes and their accessory structures.
Wall height decides the paperwork before it decides the design. In Spartanburg County, any retaining wall four feet or taller, measured from the bottom of the footing to the top of the wall, needs its own building permit, an engineer-designed plan and third-party special inspection, on top of the normal footing and formwork inspections every wall gets before the concrete is poured, per the county’s own retaining wall requirements.
A retaining wall does not have to show water damage before it needs a look. NRMCA’s guide to concrete wall cracking notes that structural cracks can develop during backfilling when a wall is not built to carry the pressure of the material going in behind it, particularly if heavy equipment worked too close to the wall while it was being filled. In Spartanburg County, any wall four feet or taller already has to meet an engineer-designed standard under the county’s own rule, so a wall near that height that is leaning, bulging or cracking is worth measuring against the same bar.
