Yes. The constraint is access rather than the concrete, and it is planned around getting material in and spoil out through a finished house.
What goes under a basement slab?
A compacted base, a stone layer and the drainage and vapour detail suited to the house. All of it is set before the pour, because none of it can be reached afterwards.
Will it be flat enough for finished flooring?
That is the point of the finishing pass. A basement slab usually ends up under a finished floor, so it is worked flat for what sits on top of it.
